Meaning of communism
Modern communism expounded by Karl Marx and modified by Lenin and Stalin is based on the theory of class struggle. It considers state as an instrument of exploitation and holds that the class struggle will culminate in the overthrow of the present capitalist system and establishment of dictatorship of proletariat. In course of time the state shall wither away and a stateless and a classless society shall emerge.
Communism: Its continuity
Communism as a concept started evolving as early as Fourth century B.C. from the
time of the Greek philosopher Plato. Modern communism is similar to the early communism
in many aspects. Its description is in order. Modern communism wants to evolve a
society organized on the basis of social service and abhors differences based on
birth or wealth. It wants to eliminate the existing frictions and differences in
the society and bring about unity and solidarity. Modern communism holds that the
society is composed of only two classes – the haves and the have-
Communism: A change
Communism is a dynamic concept as other concepts. It has evolved and developing and
will continue to do so. Communism as a philosophy or concept depends upon the prevailing
conditions, time and circumstance during which the profounder/s and its endorsers
live. Hence modern communism is different from early communism on many counts. An
account of it is as here-
The modern Communism wants to effect a basic change in the economic structure of the society. It wants to replace the individual ownership of the means of production by collective ownership, and insists on concentration of all the economic resources in the hands of the state. The modern Communism wants to bring about changes in the means of production as well as consumption. It considers the consumer as important as the producer.
The modern Communism lays emphasis on the enjoyment of the fruits of material resources by all the sections of the community. In other words, the present Communism is positive. It deals only with the instruments of production. The modern Communism is Proletariat. It concerns the workers and peasants more than other sections of society.
Popularity and
practicability of the modern Communism
The modern Communism is not only concerned with national states, it is rather a worldwide
movement. It insists on the unity of the workers of the world and wants to bring
about changes in the economic structures all over the world. In short, the present
Communism is international in outlook. It is a highly practical philosophy and has
already been given a practical trial in almost one-

China opens strategic highway near Arunachal border
BEIJING, Nov 01: China has opened a key 117-
The highway links the strategically important Medog county in Tibet to the rest of China, ending the region's status as the only one in the country inaccessible by road.
The highway will also "help safeguard China's sovereignty and territory, as the county
borders India", state-
The reference to India is significant as China claims Arunachal Pradesh as part of southern Tibet in its border dispute with India.
The road was opened about a week after India and China signed the Border Defence Cooperation Agreement (BDCA) during Prime Minister Manmohan Singh's visit here last month to address contentious border incursions and aggressive patrolling by the People's Liberation Army.
Special Representatives of the two sides have so far held 16 rounds of talks to resolve the boundary dispute.
Infrastructure development in border areas has also become a contentious issue in recent years between the Indian and Chinese armies.
China has developed Tibet with a string of five airports and rail and road links going up to the Indian border, giving it a strategic advantage in swiftly moving its troops.
At the same time, Beijing apparently has been objecting to similar development taken up by India to beef up infrastructure on its side.
Briefing the media during Singh’s visit, India Ambassador S Jaishankar said the BDCA would not come in the way of India developing its border areas and this work would go on.
The highway was completed after seven failed attempts over the past five decades. China first attempted to build the road in the 1960s, shortly after the 1962 war with India, state media reported.
Significantly the new road connects the last Tibetan county which could not be accessed by road so far. PTI
PM reviews infra along China borders
India plans 14 Rly lines near LAC
New Delhi, Nov 01: Measures being taken to improve infrastructure along the border with China and Pakistan and the maritime boundary are understood to have been discussed at a high level meeting chaired by Prime Minister Manmohan Singh today.
The meeting of National Security Council was attended by Home Minister Sushilkumar Shinde, Defence Minister A K Antony and National Security Adviser Shivshankar Menon, sources said.
Senior officials of Defence and Home ministries also attended the meeting which deliberated upon infrastructure along the border and its management, they said.
The meeting comes in the wake of India signing a pact with China for avoiding flare-
Antony had conceded in Parliament recently that China is "superior" in terms of border infrastructure as India was late in deciding on building roads and other capabilities near the LAC because of the impact of the 1962 war.
Preparing for meeting challenges on the two fronts, India is also planning to lay 14 strategic railway lines close to borders with these two countries to help in easier and faster movement of troops. The railway lines have been planned in Jammu and Kashmir, Arunachal Pradesh, Uttarakhand and Rajasthan.

Laudable decision
The decision of the state government to ban issuing of licenses for setting up betting kiosks during Diwali festival should be appreciated by everyone.
